We consider your highest armor value armor class to be your "main" armor class. So in this situation, he would have rolled last, if at all. Loot council takes a long time, but we found it to be the most beneficial. We actually started allowing the entire raid in on it, and that has helped a lot. It's not perfect, and there are times where you really do have to "bitch" to be heard, but in the long run it works the best, and it keeps people happier because they understand why this did/didn't get loot.
